Watertown Police Present Proposed First Responder Drone Program

Watertown, MA - The Watertown Police Department is exploring a first responder drone program that officials say could improve emergency response times while enhancing the safety of both the public and first responders.

Police Chief Justin Hanrahan presented the proposal during a July 9 meeting of the Committee on Public Safety, explaining that the autonomous drone could be dispatched to emergency scenes before police officers or firefighters arrive. The drone would provide responders with a real-time view of the scene, allowing them to better assess potential hazards and prepare before arrival.

Hanrahan said the proposed program is focused on emergency response, not surveillance. He outlined several proposed safeguards, including required operator training, supervisory approval before each deployment, and a public transparency portal documenting every use. He also stated the drone would not be used for random surveillance and that footage would not be shared with ICE.

The Police Department's next steps include developing additional policies, establishing performance measures for a potential pilot program, coordinating with the Fire Department on operational use, and reviewing forthcoming guidance from the ACLU before making any final decisions.
