Watertown Mall Plan Moves Forward: ZBA Approves Key Change for “Destination Retail” Vision

Plans to reposition the Watertown Mall are moving forward after the Zoning Board of Appeals approved an amendment to a long-standing special permit for the property at 550 Arsenal Street.
The change allows the mall to remove its interior connection to Target—marking a shift away from the traditional enclosed mall model and toward a modern “destination retail” concept.
New owners, National Development, say the project will include a new junior anchor tenant, façade upgrades, and the relocation and expansion of Joyful Garden restaurant.
While the amendment was approved unanimously, board members raised concerns about pedestrian safety, traffic flow, and the large parking areas—asking developers to return with updated plans addressing those issues.
The site was previously approved for a life science redevelopment before being sold in 2025. Now, a new retail-focused vision is taking shape.
